German potato salad: Followed recipe from cooks illustrated and it could have used more moisture and flavor. Correction: add more sugar, more vinegar, mustard, and more potato liquid. Chef's John's recipe had too much and this one had too little. Merge recipes?

2 pounds small red potatoes (1 to 2 inches in diameter), unpeeled, scrubbed and halved
